We deployed a Toll-Free phone number for a customer using Microsoft Calling Plans and noticed that the number always gave a busy tone. The customer was using NCE (New Commerce Experience), a platform for customers of Cloud Solution Providers that provides per-seat licensing. The NCE only offers Pay-As-You-Go calling plans, which includes unlimited minutes of incoming calls, but not for Toll-Free numbers where incoming calls have a cost. The only solution was to buy Communication Credits directly from Microsoft outside the NCE agreement, which allowed the Toll-Free number to work as expected. This appears to be a missing piece in Microsoft’s NCE and documentation.
